JOB SUMMARY:
The Director oversees the tactical day-to-day operations and activities of the HR department, and advises and assists the Vice President, Human Resources ("VP,HR") in delivery of all human resources services to the organization. This may include, but not be limited to, consultation on complex or sensitive personnel matters, assistance in planning the allocation of resources, and the design, implementation and delivery of HR functions/services: benefits, compensation, compliance, recruitment, business partners, OD/LD, HRIS, labor relations, etc.
The Director is responsible for the general leadership, supervision and direction of HR organizational units. S/he provides tactical guidance, advice, including recommendations regarding critical matters pertaining to the delivery of HR services. This involves consultation with senior leadership and management to troubleshoot and resolve issues and ensure that HR is providing services that meet the needs of RCHSD's workforce, while maintaining compliance across all HR functions. This position will represent the VP,HR on committees, task forces, and working groups as needed.

Additional key responsibilities will include, but not be limited to:

- Serving as an active participant in HR planning and strategy discussions, identifying issues and options to support executive decision making, and ensuring the VP,HR's decisions are carried out appropriately and effectively

- Providing support to VP,HR on special projects and initiatives, including compliance, that impact HR functions/services

- Working with the VP,HR, HR staff, and key stakeholders, the Director will develop and implement HR programs, policies, and procedures to ensure that HR service objectives in support of theorganization's mission are consistently supported and achieved

- Research new HR strategies and practices to continually evolve the HR function. Establish HR learning communities, networking and development opportunities to help team stay current and relevant

- Assume responsibility for Management Services Operations (MSO)

MINIMUM QUALIFICATIONS:

Bachelor's Degree, area of study in a field related to the position

10+ Years of Experience

A minimum of ten years of HR experience in roles with increasing responsibility resulting incomprehensive knowledge of human resources: operations, programs, technology, service deliveryand compliance in large and complex organizations

A minimum of five years of HR experience in management roles with a sizeable team

Broad, relevant and contemporary technical knowledge in all areas of human resources applicable to large complex organizations with specific expertise in benefits, compensation, compliance and labor relations

Recognized business acumen with expertise in negotiations, vendor management and data driven decision techniques

PREFERRED QUALIFICATIONS:

Master's Degree

SPHR Certification

Human Resources certification, both general and specialized (PHR/SPHR/CEBS/CCP) is preferred, as well as continuing education in benefits, compensation and compliance
